Circumscribing a shield is a circle of black representing the mourning of the nation for the scourge of drugs which surrounds it. The shield represents the defense of the nation against the drug threat. On the shield are three white stars, which represent the three levels of law enforcement agencies that the RCTA supports; state, county, and municipal. The stars stand against a blue background, representing fidelity to the cause. Below is a white St. Andrew’s Cross, representing purity, heritage and moral values upon which our nation was founded, across a background of red, which represents eagerness to defend the country. Over the shield is a sword, to represent the armed forces, civilian and military, which have united to fight for the cause. The circle around the shield is emblazoned with the letters “R.C.T.A.”, which stand for the Regional Counterdrug Training Academy, and the Latin phrase, “Perseverate in Pugna”, meaning “Press the Fight”.
The phrase “Press the Fight” holds true on the war on drugs today. The purveyors of drugs will almost always have more money, weapons, personnel and resources; yet to defeat them, an offensive posture must be maintained.
